Windel Solar 11 Ltd, a subsidiary of Windel Energy and Recurrent Energy, is preparing to submit a Developments of national significance (DNS) planning application for a solar farm with an export capacity of up to 35MW on land east of Pendderi Road, Llanelli, SA14 9PL. Benefits of Pendderi Road Solar Farm

  • It will assist Carmarthenshire County Council in tackling its declared Climate Emergency and reducing greenhouse gas emissions through the provision of local, renewable energy.

  • The project will deliver biodiversity net benefit. Solar farm installations have a small footprint on the land they occupy, leaving considerable scope for ecological enhancements. Research has shown that responsibly managed solar farms can play an important role in reducing the decline in biodiversity.

  • Existing trees and hedgerows will be retained and protected and supplemented by additional native species planting to support local habitats as part of a wider ecological network.

  • The net zero sector grew by 10% in 2024, three times faster than the overall UK economy. The development of green projects like Pendderi Road Solar Farm are therefore vital to create business opportunities and economic activity which contribute to the country’s green recovery.

  • This project will lead to direct and indirect local job creation through the construction and site operation phases.

  • Aid in the reduction of high energy costs across the UK through the provision of cheap, abundant solar energy (analysis by the UK Government showed that the levelled cost of electricity for solar is cheaper than both offshore wind and natural gas).

  • Helping to decarbonise the energy network for electricity-intensive industries, allowing the UK to maintain our presence in the global market while meeting our climate goals.

  • This is a temporary development, with the land to be reinstated back to agricultural use after the 40-year operational period.

  • The proposed solar farm will not require Government subsidy.

Carmarthenshire County Council Net Zero Carbon Plan

The Council’s Net Zero Carbon Plan emphasises the importance of transitioning to low-carbon energy sources, including solar. It outlines strategies to reduce carbon emissions and set out the steps the Council is taking towards ‘becoming a net zero carbon local authority by 2030’. Our proposal, through the provision of locally generated solar energy, therefore directly aligns with the ambitious green agenda of Carmarthenshire County Council.
